If it isnt a task running that you can kill in task manager, it
sounds like you may have a worm, and its not minor. You could end up having to do the OS from scratch if you cant clear it up.
First and foremost you need to get control of your computer back again.
Sure wished you posted what OS you were using and some details on when it showed up.
I suspect you have either a sasser or blaster worm infection. Been awhile since I have seen one. Have you been running any sort of firewall/antivirus/malware protection at all? After you get control of your machine back its of the highest priorities to get these kind of apps installed and active.
Ten seconds is not a lot of time, so it may take a couple of trys to get it.
1. Click on Start, Run
2. Type in CMD and press ENTER
3. Type in the following command and press Enter
SHUTDOWN -A
This should stop the shutdown sequence, hopefully the system will stay stable enough to be able to follow through with some fixes.

If you can’t get control back you maybe looking at a install/reinstall of the OS. Sorry.

might be there is a problem with the master boot record of the OS. go for a repair of the MBR or for a fresh installation of the os

Sounds like you have a minor virus. Try starting your computer up in safe mode and find the source of the virus, then delete it.

Try this one.
When the timer decounts and before it reaches 0, press Ctrl+Alt+Del and click task manager and select the timer running application and click End task. If it is ok, then delete the timer software.

Enter into safe mode by pressing F8 key while booting itself. Get in and delete the software.

This is possibly the easiest and most well-known way to drive the average Windows user completely insane. I don’t know why Microsoft never bothered fixing this obvious problem, but it’s almost always easy to fix. Turn your computer on and hit F8 repeatedly until a menu appears. Highlight Safe Mode and hit enter. Log in, click the Start Menu, open All Programs, go to the Startup folder and delete anything inside of it. Usually it will be a shortcut or a batch file. If there isn’t anything in the startup folder, try going to All Programs > Accessories > System Tools > Scheduled Tasks and deleting anything in that folder.
Basically, Windows includes the ability to make programs run on startup, either through the Startup folder or by using the Task Scheduler. It’s a very useful feature, but you’d think they would have realized by now that there is no reason anyone should ever need to have the computer shut down when they login and found a way to prevent it from happening.
If after removing anything in the Startup and Scheduled Tasks folders you’re still getting the shutdown message, the only easy solution would be to start up in Safe Mode, backup any files you want to keep, then reinstall Windows.
